The UAE and Qatar are laying new polyethylene distribution networks, and the operations are the same: excavation near live plant, flow stopping, purging, testing for soundness. Where an operator works to its own procedure rather than IGEM, the sequence and the wording are configurable. The enforcement is not.
Permit to work under IGEM/GL/6 Section 5. It will not let a permit skip a stage, nobody is named on one unless the competency register says so, and nothing is edited after the fact. Every refusal names the clause it comes from.
